Why is it being razed?

The Supreme Court had in 2020 ordered the demolition of the high-end tourist resort, which is situated on an island in the backwaters of the Vembanad lake. The court had rejected the resort management’s petition challenging the demolition of the structure spread over 36,000 sq ft.

Alappuzha district collector Krishna Theja, who took possession of the land encroached by the resort group, said the management would submit an action plan on demolition to the local panchayat. The demolition would start in a week’s time after the district administration gives a final nod for the action plan. The resort management has to dispose of the debris in a safe manner, he added.

The project is spread over seven hectares and falls under the Panavally village panchayat. Construction of the resort, comprising 54 posh villas, started in 2007 and was completed in 2012. As the project faced allegations of land encroachment and violation of CRZ rules, the resort group could not open it for commercial operations.  

The Kerala High Court had earlier ordered its demolition in 2013. Although the management challenged it in the Supreme court, the investors did not get any relief.

What are CRZ norms?

As per the CRZ rules, the coastal areas of creeks, seas, bays, rivers and backwaters that get affected by tides up to 500 metres from the high tide line (HTL) and the land area between the low tide line (LTL) and the high tide line are declared as coastal regulation zone (CRZ).

State governments are responsible for preparing Coastal Zone Management Plans (CZMP) and implementing the CRZ rules through their respective Coastal Zone Management Authorities.  

Coastal zones are transition areas between the marine and territorial zones. There is a growing need to safeguard these ecologically sensitive areas, including mangroves and coral reefs, against pollution and the impact of climate change. Additionally, industrial development and new infrastructure projects have been seen as a threat to the mangrove ecosystem, thus, impacting the livelihoods of the local population.

2020 Maradu demolition in Kochi

Earlier in 2020, four luxury waterfront apartments in Kerala near the Vembanad backwaters in Kochi were demolished for violating environmental norms. The fate of the high-rise buildings — H20 Holy Faith, Alfa Serene, Jain Coral Cove and Golden Kayaloram — in Kerala’s Maradu was sealed after a 2019 Supreme Court order.

In 2019, the Supreme Court found that the four apartment complexes were built in violation of Coastal Regulation Zone (CRZ), which allowed construction only beyond 200 metres of the high tide line.

The waterfront apartments were built too close to the Vembanad lake in Maradu locality. 

The collapse of the ten-year-old building happened in nine seconds, covering nearby areas in concrete dust.

2007 Munnar resort razed 

In June 2007 too, a swanky Rs 10-crore luxury resort in the picturesque hill town of Munnar was razed to the ground, as a part of the demolition drive against illegal structures in Kerala’s Munnar.

The Cloud Nine resort, which faced the axe as it was on land on which no constructions are allowed, was built in 2003 and two of the partners in the venture are related to former revenue minister and Kerala Congress (Mani) chief KM Mani, who has been a member of the state assembly since 1966.

The resort owners had rushed to get a stay against demolition from the Kerala High Court which rejected the plea and had given them 24 hours to vacate the premises.

Five bulldozers brought the 24-room resort down as soon as the HC deadline ended.

He reportedly became upset and made the hoax phone call after his counsellor there denied him chocolate.

Bomb threat spreads panic in Leela Hotel

The Leela Hotel in Ambience Mall received a call at around 11:05 about a bomb being placed there.

The hotel alerted the police who dispatched bomb disposal and dog squads to search for the explosives.

Nothing suspicious found

The hotel was also evacuated and after nearly two hours of search, nothing suspicious was found there.

Following this, the police concluded that the call was a hoax and traced it to the hospital in Gurugram’s Sector 47.

“Nothing suspicious was found in the hotel premises and the call was a hoax,” said Virender Vij, DCP, east.

The guests were allowed back in after the search was over and when no bomb was found, police said.

How the caller was traced down

A senior police officer said that the mobile used in making the call was found switched off when they tried to call back.

Later in a video statement issued to the media, Vikas Kaushik, ACP, DLF, said the man, a “special child”, made the hoax call in anger after he was refused the chocolate he was promised by his teacher.

“We have verified his status with doctors and counsellors. He is a special child, who called the hotel in anger when he was refused the chocolate promised by his teacher,” Kaushik said.

Though an FIR was registered under section 507 (criminal intimidation by anonymous communication) of the IPC at DLF Phase-3 Police Station on the complaint of Varun Chhibber, the general manager of the Leela Hotel Ambience Mall, no action has been taken against the caller due to his condition.

The Global Estimates of Modern Slavery published by the International Labour Organization (ILO), International Organization for Migration (IOM) and international human rights group Walk Free showed that some 50 million people lived in modern slavery on any given day in 2021.

10 million increase form 2016

This, according to the report is nearly 10 million more than figures in 2016, when the previous study was conducted.

The report noted that modern slavery occurs in almost every country in the world, and cuts across ethnic, cultural and religious lines.

Out of the 50 million people who are living in modern slavery, 27.6 million are victims of forced labour, while 22 million are forced marriages.

At 86 per cent, most cases of forced labour are found in the private sector, the report said.

Forced labour in sectors other than commercial sexual exploitation accounts for 63 per cent of all forced labour, while forced commercial sexual exploitation represents 23 per cent of all forced labour, it said.

Women, children most exploited 

Almost four out of five of those in forced commercial sexual exploitation are women or girls, it said.

State-imposed forced labour accounts for 14 per cent of people in forced labour.

Almost one in eight of all those in forced labour are children (3.3 million).

More than half of these are in commercial sexual exploitation.

Migrant workers are more than three times more likely to be in forced labour than non-migrant adult workers.

22 million living in forced marriages

The study noted that the number of forced marriages went up by 6.6 million from 2016.

“The true incidence of forced marriage, particularly involving children aged 16 and younger, is likely far greater than current estimates can capture; these are based on a narrow definition and do not include all child marriages. Child marriages are considered to be forced because a child cannot legally give consent to marry,” it said.

It added that forced marriage is closely linked to long-established patriarchal attitudes and practices and is highly context-specific.

The overwhelming majority of forced marriages (more than 85 per cent) was driven by family pressure.

Although two-thirds (65 per cent) of forced marriages are found in Asia and the Pacific, when regional population size is considered, the prevalence is highest in the Arab States, with 4.8 people out of every 1,000 in the region in forced marriage.

No bonded labour in India: SC

Last week the Supreme Court of India had said that there are no bonded labourers in the country and that there is a racket running on the pretext of bonded labour.

“Do you know who are bonded labourers? They are not bonded. They take money and come there and are engaged by brick kilns. They come from backward areas. They take money and eat the money and then resign. This is a racket. These labourers only take advantage of this bonded labourer thing,” Justice Hemant Gupta had said.

She dozed off on her way to the school  

The girl, who hailed from Kerala, has been identified as Minsa Mariam Jacob of Springfield Kindergarten. According to family sources in Kerala, she reportedly boarded the school bus on Sunday morning but dozed off on her way to the school.

Vehicle crew took off without her

Not realising that Minsa was sleeping in the bus, the vehicle crew allegedly locked the bus, moved it to the parking lot and left. She was found unconscious at noon when the bus crew returned to ferry the children back home.

Was brought dead to hospital

Minsa was immediately rushed to Al Vakra Hospital but could not be saved. Prima facie, it seems like the girl suffocated to death in the heat, family sources in Kerala said.

Minsa’s parents Abhilash Chacko and Soumya, who hail from Changanassery in Kerala’s Kottayam district, are employed in Qatar. Expatriates’ associations in Doha have taken steps to fly the body back to Kerala.

Ministry of Education condoled her death    

Meanwhile, the Ministry of Education and Higher Education, Doha mourned the loss of the parents and said that an investigation has been launched into the incident.

Taking to Twitter, they posted, “The ministry also affirms its keenness to adhere to the highest quality of security and safety standards for its students, and will not tolerate any shortcomings in this regard. It extends its sincerest condolences to the family of the deceased student.”
