The government might soon permit a dose of COVID vaccine as a precaution for those planning to go abroad for education, employment, sports and for attending official or business commitments, according to official sources as per news agency PTI. 

It’s being discussed if they should receive the shot at private vaccination centres and pay for it, the sources said.

As of now, healthcare and frontline workers and those who are more than 60 years of age are being administered precaution doses of the vaccine. 

With scheduled international flights set to resume from April 1, the Ministry of External Affairs recently highlighted the travel restrictions being enforced by certain countries in view of the requirement of a third/booster dose.

What are the plans?

The Union Health Ministry has apparently received representations for allowing administration of precaution dose for those who want to go abroad for employment opportunities, educational purpose or for attending official/business commitments.

“In view of these, the health ministry is actively considering to allow booster/precaution dose of Covid vaccine for those seeking to travel abroad for jobs, admission in foreign educational institutions, participating in sports tournaments, in bilateral, multilateral meetings as part of India’s official delegation or for attending business commitments,” an official source said. 

No official directive has been issued by the Union Health Ministry yet. 

The countrywide vaccination drive began on January 16, 2021. 

The next phase was on March 1, 2021 for people over 60 years of age and those aged 45 and above with specified co-morbid conditions.

India launched vaccination for all people above 45 from April 1 the same year. 

The government expanded by permitting all those above 18 years from May 1, 2021. 

The next phase was from January 3, 2022 for adolescents between 15 to 18 years. 

India started providing precaution doses to healthcare and frontline workers plus all people above 60 with comorbidities from January 10. 

Vaccination for kids from the age of 12 to 14 began on March 16.

The National Tiger Conservation Authority (NTCA) has instructed the field directors of all 51 tiger reserves in India to ban tourist activities in core areas without an approved tiger conservation plan (TCP) in place, as per TOI. 

There are nearly a dozen tiger reserves that have not got their TCPs approved.

This includes the Rajaji Tiger Reserve and newly added parts of Corbett Tiger Reserve.

NTCA authorities said that the aim is to “improve” and “regulate” management of tiger reserves across India, “especially because of increasing pressure by the tourism lobby”. 

Tiger numbers

In 2021, 127 tigers died in India, while the numbers stood at 106 in 2020 and 96 in 2019, the government has told the Parliament. 

Last year, a maximum of 42 deaths were reported in Madhya Pradesh, followed by 27 in Maharashtra, 15 in Karnataka and nine deaths in Uttar Pradesh.

By confessing in front of the Madras high court that he had ‘rigged’ the election of a candidate due to “tremendous pressure”, a returning officer left Tamil Nadu State Election Commission’s head hanging in shame, as per TNN. 

Though a woman independent candidate in T Kallupatti near Madurai was declared the winner after drawing lots in the recent urban local body polls and her name entered on the SEC website, the officer changed it and announced a DMK candidate as the winner.

Chief Justice Munishwar Nath Bhandari and Justice D Bharatha Chakravarthy recorded the officer’s submission. They instructed him to file an affidavit listing out the names of the people who ‘pressured’ him. Meanwhile, the SEC tried to control the damage by telling the court that the officer has been suspended and the candidate wronged is the winner.

What exactly happened?

It started through a case filed by R Palaniselvi, an independent candidate, who contested in ward 10 in T Kallupatti, Madurai. 581 out of the 689 voters cast their votes in the election held on February 19. The petitioner-candidate and DMK’s K Subbulakshmi won 284 votes each.

As a result, the returning officer selected the winner by drawing of lots. Though the petitioner won, the result was suddenly and illegally modified and DMK’s Subbulakshmi was declared elected. 

The returning officer in court said he had rigged the election results because of ‘tremendous pressure’.

President Joe Biden’s administration is going to grant temporary deportation relief and work permits to several Ukrainians who are already in USA but cannot return to their homeland due to the Russian invasion, as per Reuters. The news was confirmed by DHS. 

What it means

This means Ukrainians in USA as of March 1 can work legally for a period of 18 months, DHS said. This comes after Russian forces invaded Ukraine on February 24.

Ukrainians shall get deportation relief and access to work permits under a program called Temporary Protected Status. This allows immigrants who can’t return home safe due to extraordinary circumstances the ability to stay and work in USA legally for a certain period of time.

“Russia’s premeditated and unprovoked attack on Ukraine has resulted in an ongoing war, senseless violence, and Ukrainians forced to seek refuge in other countries,” Secretary Alejandro Mayorkas said in a written statement. 

NATO not impressed

Meanwhile, NATO chief Jens Stoltenberg slammed Russia’s “recklessness” over the shelling of a nuclear power plant in Ukraine, as per AFP. He demanded that the aggression stop. 

“Overnight we have also seen reports about the attack against the nuclear power plant. This just demonstrates the recklessness of this war and the importance of ending it and the importance of Russia withdrawing all its troops and engaging good faith in diplomatic efforts,” he said.

Ukrainian President’s appeal to Russian people 

Ukrainian President Volodymyr Zelenskyy has appealed to Russians to protest the fact that Russian forces seized the largest nuclear power plant in Europe. 

“Russian people, I want to appeal to you: how is this possible? After all we fought together in 1986 against the Chernobyl catastrophe,” he said in addressing them on TV. 

“You have to … take to the streets and say that you want to live, you want to live on earth without radioactive contamination. Radiation does not know where Russia is, radiation does not know where the borders of your country are,” he added.

Security agencies are on high alert in wake of reports indicating that Pakistan purchased more drones from China, as per TNN. These drones are likely to be used for dipping arms and ammunition in India. According to Times Now, documents accessed from the intelligence department show that Islamabad purchased drones from China recently. 

This alert came after two Indians and a Pakistani were killed along with 6 wounded in a suspected Houthi drone attack near the Abu Dhabi airport.

Security agencies are of the opinion that Pakistan may try to target important installations in India using drones.

Pakistan bought advanced air drones from China

As per the documents, Pakistan bought new advanced drones from China that are able to fly even when it is raining. 

They are able to fly up to 15 to 20 kilometers at a time and can be at a height of 800 meters. 

The design means radar can’t pick them up, the reports added.

According to an agency report, 60 or so incidents of drones have been spotted on the Indo-Pakistan border in the Punjab sector. The BSF shot down several of them. 

An IANS report said that the ISI has activated its terror outfits in Punjab and UP to affect the elections. 

Sources inside the security establishment say that the ISI-backed Sikh terror groups may target the election rallies.

WHO has recommended two new drugs for treating those infected with COVID, as per TNN.

Know about them

The drug known as Baricitinib is a selective and reversible Janus kinase 1 (JAK1) and 2 (JAK2) inhibitor.

It is also used to treat rheumatoid arthritis and is strongly recommended for patients with severe or critical COVID along with corticosteroids.

It also recommended the monoclonal antibody Sotrovimab for those with non-severe COVID.

But it did say that Sotrovimab must be administered to people at the highest risk of hospitalisation.

NITI Aayog Member (Health) Dr VK Paul showed worry over the “overuse and misuse” of drugs.

“There is a concern that whichever medicines we give it should be rationally used, there should not be any overuse. Last time, we saw a very scary situation when the contribution of medicine was to a very large extent responsible for mucormycosis,” he said. 

“The use of steroids can increase the chances of mucormycosis. Steroids are very potent life saving drugs but they are also have side effects and they disturb the immunological protection, they disturb many biochemical pathways so it was a very big lesson…we were learning at that time but now we know it so this is an appeal that general public should be aware that there is a set of rational treatments that are listed under the national protocols -ayush and mainstream protocol and we must be confined to that,” he added.

A 47-year-old man is in custody for allegedly murdering his 80-year-old father by smashing his head with a grinding stone in Rajgurunagar, Pune district on December 6, as per TNN. The accused is Shekhar Borhaade and he reportedly committed the crime after he found out his father Shankar Rambhau Borhaade wanted to marry once again.

What happened?

Shekhar hails from the Vaishampayanali area and he came to know that his father had registered himself with a matrimonial bureau. Angry, he attacked his father using a knife, intent on cutting his throat. However, he later hit him on the head with a grinding stone till he was dead, as per a report in India Today.

After he killed his father, the accused went to the Rajguru police station and surrender. He confessed then and there. In his statement, he mentioned that he flew into a rage after learning of his father’s decision. As a result, he killed him. 

The accused is under arrest. Inspector Satish Kumar Gaurav is conducting the investigation, the report also stated.

Similar incident

Just weeks before, a woman was arrested in Kizhathuval for allegedly killing her father-in-law with rat poison. He had reportedly sexually harassed her when her husband was not there. 

The accused’s name is Kanimozhi and she married Vinobharajan around four years ago. The couple, however, could not have a kid. Vinobharajan’s father Murugesa allegedly sexually harassed Kanimozhi several times when she was alone in the house. This treatment allegedly resulted in her taking his life.

10-year-old Rajkumar was lucky to get away from the jaws of death and that too literally. His 22-year-old brother Suresh on January 6 saved him by pulling his head from inside a tiger’s mouth, as per TNN. The animal and pounced on the boy in a cane field near the Katarniaghat Wildlife Sanctuary, Dudhwa Tiger Reserve, Lakhimpur Kheri district. 

What happened?

The big cat was hiding as Rajkumar played nearby. His elder brother along with others were at work in the field when suddenly there was an attack.

Initially, Suresh was paralysed in horror when he saw a portion of his brother’s head inside the tiger’s jaws. But he gathered his wits and fought back with a sickle.

Rajkumar was injured in his skull and rushed to a government hospital. 

He was later referred to King George’s Medical University (KGMC), Lucknow. He is critical and under treatment. 

The siblings hail from Madhwapur village in Bahraich district. Their father, Balram, is a labourer. 

“The tiger had my brother’s head in its mouth and it was dragging him. I didn’t even have a moment to react but I somehow gathered the courage to go after the animal to save my brother,” said Suresh.

“His condition was extremely critical. He had multiple deep injuries in his skull and neck. He was referred to Lucknow after blood transfusion and initial treatment,” said the emergency medical officer who treated Rajkumar at the district hospital in Bahraich. 

“The pug marks were distorted because of rain but our officials have confirmed the presence of a tiger in that area. We have deployed two teams that are combing the area and ensuring that similar incidents are not repeated. Our officials are trying to ensure that the boy gets proper treatment. The family will be eligible for compensation according to guidelines,” said Sanjay Pathak who is the field director of Dudhwa Tiger Reserve.

Archaeologists said they had found the earliest evidence of Chinese people using monascus in order to make alcohol in 8000-year-old clay pots unearthed in central China, as per TNN. 

This was on December 17. 

A lot of monascus hypha and cleistothecia along with fermented starch grains from rice were found in two clay pots found in the Peiligang cultural site in Henan Province, according to Li Yongqiang who is an assistant researcher with the Institute of Archaeology under the Chinese Academy of Social Sciences.

The discovery shows that the pots were once used for brewing and storing alcohol, Li went on to say.

Peiligang dates back to a very early time in China, far back as 8000 years.

This revelation contains important evidence about the origin and development of agriculture, pottery making, the textile industry plus alcohol making techniques in the olden days.

Nijaat (Riddance) is a crusade against drugs that is gaining momentum. It is fighting drug abuse and trafficking and aims to achieve a drug-addiction-free Koriya district in north Chhattisgarh, according to a report in The New Indian Express.  

The cops took an initiative to wipe out drugs and they decided to use tough action, intensive awareness and counselling of addicted ones.

They began the movement in July.

“We succeeded to rope in the cooperation of the masses for our campaign intended towards accomplishing the dream of turning Koriya district free from drug abuse and trafficking. The people began taking a pledge, supported us even as we scaled up our enforcement within and created a deterrent impact against illegal drug business and trafficking”, said Santosh Kumar Singh, SP Koriya Police, who pioneered the move. 

The campaign consistent of wall paintings, rallies held by the youth and students, hoarding, organising rangoli during festive occasions in support, bike and bicycle rallies against drug use and peddling.

Rohit Gupta, 30 and Ammu Kumar, 25 are both drug addicts and both of them are among those who who are seeking counselling and treatment at a major Opioid Substitution Therapy and de-addiction rehabilitation centre. 

The cops have set this up in a bid to make a district of 8 lakh people drug-free.
